Seems to me this should apply to first, and third party claims, as well as Prop & Cas, and not just PIP claims.

Hmmmm, using basically the same legal "logic", would not health care insurers "mandatory" pharmaceutical suppliers be guilty of the unlicensed practice of medicine when they constantly try to armtwist patients into using generic, less effective replacements for what a bona fide doctor has prescribed?
